This is a great opportunity to join the GLA’s Skills and Employment Unit, leading strategy and policy development relating to the delegated £300m per annum Adult Education Budget (AEB) and wider post 16 skills. The primary objective of the GLA’s Skills and Employment Unit is to fulfil the Mayor’s role to promote and deliver skills and employment policy and deliver the manifesto commitments on these policy areas.

We are looking for an experienced team leader to manage a team of officers to develop policy priorities that will help to ensure that London’s adult education system is supporting Londoners to fulfil their potential and to succeed in work and society.

Since the onset of the COVID-19 pandemic in 2020, many Londoners have been furloughed, made redundant or moved into insecure work. As employment and new job opportunities fall, there is a great risk that prolonged unemployment will follow, leading to long-lasting ‘scars’ on future earnings, employment prospects, and health and wellbeing.

Adult education provides significant social and economic benefits and can support Londoners to retrain and gain new skills that can help them move back into work or progress into better paid, more secure work. You will lead the team to produce evidence and research to inform the development of AEB policy priorities that will contribute to supporting London’s recovery from the pandemic. This includes project development responding to the Good Work,  Digital Access and other London Recovery missions.

You will work collaboratively with a range of stakeholders at senior level including national government, education providers, London’s boroughs, employers and businesses and communities. You will also work closely with other teams within the Skills and Employment Unit and across the GLA, including the Mayor’s Office, Communities and Social Policy, Economic Development and Education and Youth.  

An extensive knowledge of the Department for Education and Education and Skills Funding Agency’s funding policies and programmes is preferred in addition to excellent knowledge of skills and employment policy in London, nationally and internationally. A successful track record in managing teams and policy development and implementation is required.
